Can Open Pores Be Closed, or Only Made Less Obvious?

That is not a hedge, it is the actual proposition: what these treatments change is how prominent your pores appear, by clearing what is inside them and reducing surface oil. If a clinic promises to close your pores for good, compare that against how the treatments themselves are described and draw the obvious conclusion.
What is a carbon laser peel actually doing?
Working from inside the pore rather than across the surface. A Carbon Laser peel uses a carbon-based lotion drawn into the pores and then vaporised with a laser, lifting trapped oil, dead cells and debris out with it.
That is the mechanism, and it explains the result precisely. Clearing the pore lining and reducing surface oil is what brings breakouts down and makes enlarged pores less obvious over a series of sessions. A pore holding less and reflecting less light reads as smaller. The structure of your skin has not been rebuilt.
