Is it laser hair removal or reduction?

Reduction is the honest word, and it is the one we use. A proper course substantially reduces density and thickness, and many people are effectively done — but follicles cycle, only those in the active growth phase respond, and that is why several sessions are needed.

Can I wax between laser sessions?

No. Waxing removes the follicle's target, which is the pigment in the hair, so it undermines the next session. Shaving is fine.

Does laser work on Indian skin?

Yes, with the right wavelength. On skin with more melanin the wavelength that works safely is a narrower choice, which is why the device and the settings matter more than the marketing.
